Question 1:  Now that the act doesn't violate any rule, what can justify the punishment when the negotiation fail?

Thank you for your question. After thinking about this question I must say, to be honest now there are not strict criteria to justify such punishment, it only depends on the conscience of every administrator. Some admins could abuse this term and some will restrain themselves. When there are more users in Purasbar, perhaps I will detele this term. And after that every rule will go into effect only after legislation
