Uhhh, after your question I must admit, many laws do have loopholes to exploit. I think it depends on the intention of this netizen. If the intention of this netizen is only to share a picture, but this picture has information of other languages by coincidence, then he/her doesn't violate this rule. But if his/her intention is to exploit loopholes of our rule, then he/her violates this rule. Perhaps you can give us suggestions to distinguish the latter from the former?
