In the field of law, nomocracy might be the same as "rule of law"

rule by law: the government use the law to arrange public affairs, but the the power of government itself is not strictly restricted. rule of law: in the base of rule by law, the power of government should be strictly restricted. （In other words, keep power in the cage of systemic checks） |
