1. I won't block any account, unless he/she violates these rules

2. When somebody violates these rules, I will only use legal measures (like deleting posts, blocking accounts and blacklisting accounts) to enforce the rules. I won't use any violent measures (like insulting other netizens)

3. If somebody doesn't violate these rules, but makes me angry critically, I'll first negotiate with him/her. If negotiation fails, the punishment will be executed

4. The punishments I execute are only "the necessary evil". I don't want anyone to be punished. But without these measures I have no other methods to maintain orders
