2017年4月18日，罗勤昌驾驶的货车被安宁交警大队认定安装了电子翻转牌照，以不按规定悬挂机动车牌照，驾驶证扣12分、罚款200元的处罚。
大车司机一次性扣满12分意味着驾照注销，取消最高准驾车型资格，罗勤昌因此而失业。
“出厂就这样，从未改装任何一处，交警、法院怎么都认定我安装了牌照翻转器？”罗勤昌很不服。
