试了下，估计是nginx的问题。apache那端没有问题。

解决了。原因是nginx里面proxy_pass不能以/结尾。
正确的写法：
location /foo {
   proxy_pass http://localhost:8080;
}
错误的写法：
location /foo {
   proxy_pass http://localhost:8080/;
}
